I’m gatherring now that Ethan is cybernetically enhanced himself? Maybe has some black ops background.
You gather correctly. And before anyone nit-picks, notice that Ethan was affected by the EMP as well, just in a much less dramatic fashion than Tandem.
That leads to a lot of other questions that need to be answered: Who was/is he spying on, who is he spying FOR, and who knows about it? All of which become important in the future.
